MADISON – Today, the Wisconsin Assembly passed AB-321, a reading literacy bill with a top down approach that bans one form of instruction, three-cueing, in favor of a phonics based curriculum.

Representative Clancy (D-19) issued the following statement:

ryan-clancy“We can all agree that literacy is extremely important. It is foundational to almost every aspect of our lives, from active and critical participation in democracy to personal expression and communication with others.

This bill is a very real problem because it is a top down solution with many unknowns. We need to trust teachers and acknowledge that different students learn in different ways. As a former public school teacher myself, I know we need to have access to every tool in our toolbox to meet each student’s needs. Schools need sustained and real investment in public education, not just a single half funded literacy program.”
