WASHINGTON, D.C. - Former U.S. special envoy to Ukraine Kurt Volker on Tuesday pushed back on an allegation about former Vice President Joe Biden pushed by President Trump’s personal attorney Rudy Giuliani, calling it a “conspiracy theory.”
