Significant Delays in Capital Budget PDF Print E-mail

crumbling-bridgeCrumbling roads and old, inefficient buildings that Gov. Walker recommended to defer in the Capital Budget must be fixed now before we face major catastrophes or rack up massive bills for future generations to pay.


MADISON - On Tuesday, February 21, the Wisconsin Capital Budget was released. Included were the various agency requests and the recommendations made by Governor Walker. Rep. Dana Wachs (D-Eau Claire), a member of the Building Commission, commented on the requests and the numerous projects that were recommended for deferral:

dana_wachs“The projects that Governor Walker recommended to defer in the Capital Budget prove once again that he would rather place the burden of building and maintaining our state’s infrastructure on the shoulders of future generations. Like our crumbling roads and bridges, state buildings are outdated and in many cases failing. The point of a solid building program is to serve the people of Wisconsin in a safe and efficient manner. Unfortunately, this capital budget is the victim of disastrous budgeting over the past six years.”

Among the projects that Governor Walker recommended to be deferred or denied:

·         UW-Eau Claire – Haas Fine Arts Addition and Renovation – Phase 1 (Deferred)

·         UW-Eau Claire – Governors Hall Addition and Renovation (Deferred)

·         UW-River Falls – May Hall Addition and Renovation (Deferred)

·         Chippewa Valley Correctional Treatment Facility – Utility Building and Boiler Replacement (Deferred)

·         Cornell Ranger Station – Ranger Station Replacement (Deferred)

·         Black River Falls Service Center – New Joint Forest Fire Operations Facility (Deferred)

·         Western Wisconsin Hmong Cultural Center – Eau Claire (Denied)

“This style of delayed budgeting isn’t fiscally or structurally sound. Delays now will mean increased costs for future maintenance, renovation, or new construction. These outdated facilities are inefficient and fail to perform their intended duties. Also, the Governor’s failure to adequately fund our roads has put us in this difficult position. Now we have crumbling roads and old, inefficient buildings. We must be adults and fix these issues before we face major catastrophes or rack up massive bills that future generations will have to deal with.”

MADISON - On the occasion of the dates for Judge Neil Gorsuch's confirmation hearings being announced, Wisconsin elected officials held a press call yesterday to highlight their concerns with Judge Gorsuch’s judicial record, thank Senator Tammy Baldwin for her bold leadership on behalf of Wisconsinites, and call upon Senator Ron Johnson to oppose the confirmation of Judge Gorsuch. These Wisconsin elected officials made it crystal clear: Wisconsinites need a Supreme Court Justice who will defend working people, not an extremist Judge like Neil Gorsuch who will roll over in deference to the destructive agenda of President Donald Trump.

Justices can sit on the bench for decades, and their interpretations of our constitution can affect the day-to-day lives of our American neighbors for years to come," Senator Chris Larson stated, "the people of Wisconsin deserve an independent Supreme Court Justice who will stand up for them over powerful special interests ... On a range of fundamental issues, from sex discrimination to worker safety, [Judge Gorsuch] has refused to let ordinary people have their day in court."

"I too am deeply disturbed by Neil Gorsuch’s record. In particular, I’m disturbed by his decision in the Hobby Lobby case," said Dane County Supervisor Jenni Dye, "When a woman makes a decision about using birth control, that shouldn’t have anything to do with her boss’ opinions. She should have the right to make that decision for herself and her family. But for Neil Gorsuch, it’s the employer’s religious beliefs, and not the woman, that matters."

"Given what we’ve seen and heard from President Trump in the past few weeks, I think it’s more important than ever that we have a Supreme Court that can be an independent check on this president," added Representative Daniel Riemer. "Donald Trump has made clear that he wants judges who will rubber stamp his extreme, unconstitutional agenda. We should all be deeply worried that that’s exactly what he found in Neil Gorsuch. Remember: Supreme Court Justices serve for life. And we need people on the court who will stand up for our Constitution."

MADISON - News reports show State Superintendent candidates John Humphries and Lowell Holtz continue to spar over who said what in their December meeting, where they conspired with unnamed business leaders to takeover Wisconsin's 5 largest school districts.

New email documentation provided to the Wisconsin State Journal, dated December 23rd, has just surfaced showing this was more than a one time meeting. It was an ongoing discussion to subvert local control and takeover our urban school districts.

These five school districts, Green Bay, Kenosha, Madison, Milwaukee and Racine, represent almost 20% of Wisconsin's public school kids. The Humphries-Holtz Takeover Plan would create a position in the Department of Public Instruction that would have unprecedented authority:

  • Unchecked power to break up the school districts
  • Unilateral discretion to change the school boards when"deemed necessary"
  • Complete rule making authority for the school districts

Under the Humphries-Holtz Takeover Plan, would urban districts cease to exist?

medical-marijuanaSen. Chris Larson (D-Milwaukee) proposes bill that would create a safe and legal process for cannabidiol to be manufactured in the state and remove barriers to accessing CBD medicine for suffering kids.


MADISON – Senator Chris Larson released the following statement on Wednesday in response to the Assembly of Children and Families public hearing on Assembly Bill 49 (Senate Bill 10), regarding non hallucinogenic cannabidiol (CBD) oil. Senator Larson offered the following comments:

“Three years ago, after hearing many heartbreaking stories from Wisconsin families, legislators from both sides of the aisle worked together to help kids in our state who have rare seizure disorders and may benefit from CBD oil. Compassionate care for Wisconsin children was, and should be, a bipartisan endeavor.

chris_larson“Unfortunately, it quickly came to the attention of state leaders that there are still significant barriers to accessing CBD oil, and families are desperate for the Legislature to act. In fact, after the passage of ‘Lydia’s Law’ three years ago, I was approached by a neighbor in my community who shared his own story, and the disappointment and concern that his family isn’t able to access cannabidiol for medical use. He asked that the Legislature do something to address this issue.

“Last week, the Senate passed Senate Bill 10, a half-measure bill that would unfortunately only address some of the barriers that Wisconsin families face in accessing CBD oil. Senate Bill 10 does not go far enough to actually address the barriers in obtaining CBD medicine for suffering kids.

“That’s why today Representative Jimmy Anderson and I have circulated a bill for co-sponsorship that would create a safe and legal process for cannabidiol to be manufactured in the state. This proposal (LRB 2105) would remove barriers to accessing CBD treatment by doing the following:

  • Establishing a licensure program, administered by the Department of Safety and Professional Services for individuals to produce and distribute CBD oil
  • Allowing a person who holds a license to manufacture CBD oil to possess tetrahydrocannabinols, so long as it is only going to be used to produce non psychoactive CBD oil
  • Clarifying that any individual with the appropriate license may distribute CBD oil and any individual may possess CBD oil

“It’s time for lawmakers to face the truth and acknowledge that, while well-intentioned, Lydia’s law is ineffective and Senate Bill 10/ Assembly Bill 49 will not fully fix the problem. Families have continued to suffer, and the majority party has continued to delay access to this critical treatment option.

“We cannot keep writing out prescriptions without a way for families to fill them in Wisconsin.”
